In 1997 the Pennsylvania legislature passed the Pennsylvania Charter School Law, and charter schools were established. Forty-six states have a charter school law, and charter schools have become a major factor in public education. This article will answer some basic questions about charters. Fennick is a volunteer woodworking instructor to hearing impaired students at the Escuela de Educación Especial de San Miguel de Allende (San Miguel School for Special Education) in San Miguel de Allende, in Guanajuato, Mexico. The San Miguel School for Special Education is a non-profit school funded primarily from grants, donations, and fundraising. In Guanajuato, the government does not support schools for the deaf, and public schools lack the ability and instruction to properly teach deaf students.
